Winning the "14th Five-Year Plan" and Striving for High-Quality Development: During the "14th Five-Year Plan" period, Lanzhou Petrochemical's 185 key projects have blossomed across multiple sectors, driving continuous growth in digital coverage, significantly accelerating new product development, reducing carbon emission intensity year by year, and rapidly accumulating new-quality productivity, creating a new growth pole for transformation and upgrading. On November 24, 2025, the AI rubber inspection system of Lanzhou Petrochemical's newly built 35,000-ton/year special nitrile rubber production line was operating efficiently, completing the appearance quality inspection of a rubber product in just 10 seconds. On the same day, a ship carrying Lanzhou Petrochemical's high-end nitrile rubber products arrived at the Port of Rotterdam, Netherlands, and was about to be delivered to European customers. During the "14th Five-Year Plan" period, Lanzhou Petrochemical vigorously developed new-quality productivity and laid out emerging industries, investing nearly 7 billion yuan and spawning 185 new projects, covering multiple fields such as digital transformation, development of new chemical materials, green environmental protection, and industrial chain extension. The support of these key projects has driven profound changes in the company's development model, industrial structure, and competitive advantages. Lanzhou Petrochemical, this old refining and chemical enterprise, is rapidly shedding the inertia of its traditional production model, shifting gears, and accelerating its transformation and upgrading.In September of this year, the Ministry of Industry and Information Technology announced the list of outstanding smart factories for 2025, and Lanzhou Petrochemical was among them, entering the "first tier" of digital transformation for domestic refining and chemical enterprises. This transformation began with precise strategic planning. In 2021, Lanzhou Petrochemical took the lead in piloting the digital transformation of the group's refining and chemical enterprises, using the newly built ethane-to-ethylene project of Yulin Chemical Co., Ltd. as a "test field," planning and promoting the construction of intelligent factories and projects simultaneously. The vast Mu Us Desert has thus sown the "seeds" of full-element digitalization. The initial project plan involved an investment of over 80 million yuan in digitalization, with subsequent investments gradually increasing. It integrated cutting-edge technologies such as cloud platforms, edge computing, 5G, and artificial intelligence to build the first intelligent plant across the entire ethylene business chain in China. "This is not just a simple process innovation, but also a practice of proactively embracing digitalization and exploring new development paths in project construction," stated Li Wei, General Manager and Chief Engineer of Yulin Chemical Co., Ltd. This successful practice provided a new blueprint for Lanzhou Petrochemical's subsequent transformation. In the following years, Lanzhou Petrochemical took the lead: in 2023, it was among the first to launch the group's information technology enhancement project; in 2024, it spearheaded the implementation of the Kunlun large-scale model scenario; it was the first to overcome the technical difficulties of the Kunlun MES statistical balancing module; a three-level digital empowerment system of "company-factory-workshop" was unveiled; and the application of digital technology gradually penetrated into multiple aspects such as equipment monitoring and data analysis, achieving a leap forward in three stages: "information technology enhancement—digital empowerment—intelligent development." Moving from single-point breakthroughs to systemic advancement, Lanzhou Petrochemical continues to unleash the value of digital empowerment: the digital coverage rate of its main business has jumped to 85%, the production stability rate has increased to over 99.8%, and the equipment fault diagnosis accuracy rate has reached 92%. Accompanied by an efficiency revolution of "digital + professional," Lanzhou Petrochemical has steadily embarked on a new track of digital and intelligent development.On May 20, 2022, exciting news arrived: the 35,000-ton/year special nitrile rubber unit, using technology with fully independent intellectual property rights, successfully started up on its first attempt! This marks the successful commissioning of a major key project in China National Petroleum Corporation's "14th Five-Year Plan" transformation and upgrading. From then on, Lanzhou Petrochemical's total nitrile rubber production capacity reached 100,000 tons/year, ranking second in the world and first in Asia. The products of this unit cover general and special series, encompassing more than 30 grades including low-nitrile, medium-nitrile, and high-nitrile rubbers. Even more encouragingly, in 2024, high-carboxyl-value nitrile butadiene rubber was successfully produced, breaking the foreign technological monopoly and finding widespread application in high-end fields such as automobiles, aerospace, and petroleum. This laid the foundation for Lanzhou Petrochemical to build a high-end synthetic rubber production base and lead industry upgrading. From leading and demonstrating the ethane-to-ethylene project to targeting the layout of high-end chemical new materials, Lanzhou Petrochemical has proactively stepped out of its comfort zone, focusing its attention on the top of the industrial chain, accelerating project construction, and achieving a new speed of transformation and upgrading. Over the past five years, relying on several high-end new material technology upgrades and capacity expansion projects, including the injection molding special resin of the 110,000-ton/year polypropylene unit, the development of metallocene products in the full-density polyethylene unit, and the gas phase reactor of the 300,000-ton/year polypropylene unit, Lanzhou Petrochemical has developed a total of 154 new products, 85 of which are first-time developments. The number of new product developments ranks among the top in China's petroleum refining and chemical new materials sector. It has gradually formed a multi-series of high-end new products, represented by medical and automotive polyolefin materials, metallocene polyethylene pipe materials, and ultra-high voltage cable insulation base materials, significantly improving the differentiation and high-end rate of its chemical products. This year, nitrile rubber and polypropylene product SP179 have successively broken into overseas markets, achieving breakthroughs in Europe and Africa, opening up new avenues for product efficiency enhancement, and further expanding the influence of China Petroleum's brand in the global market. Moving away from the traditional path of single-scale expansion, Lanzhou Petrochemical is focusing on upgrading its industrial chain, targeting a series of technology-intensive, high-value-added advantageous projects, gathering innovative resources, removing development bottlenecks, and generating a continuous stream of new productive forces. This clearly outlines a path of industrial upgrading and advancement from "following" to "keeping pace" and then to "leading" breakthroughs.In the summer of 2023, the site of the Lanzhou Petrochemical 3 million tons/year heavy oil catalytic cracking unit MIP Phase II renovation project was bustling with activity, sparks flying. This 22-year-old unit was undergoing the largest MIP technology renovation of its type nationwide. After the upgrade, the olefin content of catalytic gasoline decreased by 6 percentage points, and the octane rating increased by more than 0.5 units. This represents a milestone leap in gasoline quality, upgrading from China V to China VI B, injecting greener and more efficient power into countless vehicles. This is not only a radical green innovation aimed at internal improvement, but also a leap forward empowering the future. It allows Lanzhou Petrochemical's transformation path to simultaneously increase both its "green content" and "gold content," with every step imbued with the warmth of ecological civilization and the quality of corporate development. Over the past five years, while pursuing technological leadership and industrial upgrading, Lanzhou Petrochemical has consistently adhered to its green principles, investing over 2 billion yuan in more than 50 major environmental improvement projects, including boiler ultra-low emission technology upgrades, rainwater and sewage separation projects, oil and gas recovery, and high-energy-consuming motor upgrades, enhancing the sustainability of the company's green development. Lanzhou Petrochemical, aiming for cleaner production, has strengthened the tiered, circular, and reuse of water resources. Through the construction of pre-treatment facilities for wastewater from the No. 2 chemical plant and special nitrile rubber production lines, a 1080-ton/hour deep treatment and reuse unit for refinery wastewater has been built and put into operation. The company has also improved its greening water supply network, achieving deep wastewater reuse and saving over 5 million tons of water and reducing emissions annually. These continuous green innovations have not only given Lanzhou Petrochemical a "new green look," but also ensured that every step of its transformation and upgrading is grounded in green development and on the path to high quality. During the 14th Five-Year Plan period, Lanzhou Petrochemical's carbon emission intensity per 10,000 yuan of output value decreased year by year, with a reduction of 12.7%. Emissions of air pollutants such as sulfur dioxide, nitrogen oxides, particulate matter, and VOCs decreased by 93.40%, 27.97%, 72.29%, and 19.57% respectively compared to the 13th Five-Year Plan period, creating a new picture of "factory in the forest, industry in the green."
